Resolution No. SP-4811, S-2010. A Resolution requesting the City Mayor, Honorable feliciano R. Belmonte, Jr. to extend financial assistance to the victims of fire that burned the residential houses of Twenty-five (25) families at Quirino Avenue, Barangay Novaliches Proper last December 3, 2009, in the amount of Three Thousand Pesos per family which shall be taken from the calamity or emergency fund of the City or from any available source of funds thereof.

ESTABLISHED A CORNER FOR THE USE OF THE LEX LIBRIS CD ROM
One of the development projects of the section was to establish a corner that is welcoming to law students and researchers to meet their learning through the use of the LEX LIBRIS CD ROM.
Last January 2009, the said project was materialized, with the additional computers; our law researchers can use the facilities of the LEX LIBRIS.
And to encourage more customers to use the facilities, we made a caption on top of the computers announcing “Free Access of Lex Libris”. Aside from this, we also incorporated these services to our QCPL website.
Also, a network licensed was provided for the 2 computers so that more clientele can be accommodated
Lastly, that same year the updates of the CD’s were also included ( 2007)


MADE A USER’S GUIDE ON HOW TO USE THE LEX LIBRIS
This project has been completed.
Mr. Arnel Franco created the encoded User Guide of the Lex Libris.
The said project was very helpful to our users especially those who are beginner to use the LEX LIBRIS Services.
This guide can help users understands on how to operate and used the Lex Libris CD ROM.
In addition, The Lex Libris Users guide was seen on the desktop of the two (2) computers wherein the said CD’s were installed.

COLLECTED FEES FOR THE PRINT-OUT
Last January 16, 2009, this project was implemented
Customers from the LRS can print a selected topic from the CD for a small fee; the cost of printing is P5.00 per page for short bond paper and P6.00 per page for long bond paper.
And as of December 1, 2009, we received a total amount of P5, 059.00 for the printing services.
The said amount will be added to the QCPL Cooperative Other Source of income, since we used the Coop printer.

BOUND ALL QC RESOLUTIONS AND CASE DIGESTS MATERIALS
Binding of library materials is a way to increase the life of books and periodicals used in libraries.
The goal of library binding is long term preservation.
One of the significant projects of the Section is to bind all QC Resolutions dated 1961-2005 and Case Digests materials.
The said materials, is appropriate to maintain and preserve, because of significant primarily for the information they contain.
Last September 14, 2009, with the help of the Technical Staff specifically Mr. Ronnie Lapuz, the QC Resolutions and the Case Digests were completely bound.

DIGITIZATION OF QC ORDINANCES
One of the major projects of the LRS is to digitize the QC Ordinances. This is our first major digitization effort.
The main objective of this project is to be able for us to create an electronic digitization and compilation of the said issuances.
And the Rationale of these projects are; To respond to user demand; To provide enhanced access to the collection ; To provide another means of preserving the materials; To enable the Law Research Library to easily share its resources with other libraries and; To save on distribution costs

GETTING STARTED
Planning was made as early as last year and was set in time for the coming of the GIP’s/SPES. The GIP/SPES was tapped to execute the conversion (scanning). The plan was conceptualized to make us of the idle document scanner. As depository of local statutes, the decision was reach to digitize the City Ordinances. And since most of the collections were bound, organizing was easy and little or no problem was experienced.

Scanning of QC Ordinances started last April 2, 2009. Mr. Arnel Franco was in-charge to train the SPES/GIP Trainees on how to use the scanner as well as how to scan the local issuances.

To date, as of October 2009, we’ve completed to scanned QC Ordinances dated 1947 up to 2008.

POSITIVE RESULT
Last May 2009, we continue to work on the updates of digitization project on how we will be able to transfer or link, the scanned Ordinances into a PDF format. Gladly, our perseverance had a positive result; the conversion process was successfully done. The scanned Ordinances dated from 2008 up to 1991 were already converted into a PDF Format. The PDF Format was arranged according to its year.

Where is the Digitization Now?
In the last quarter of August 2009, The PDF formats of the QC Ordinances are now uploaded in the Internet. This kind of material is worthwhile to digitize and make it more widely accessible. And having the QC Ordinances available on-line it would be immensely helpful to the people in conducting their research. It can also save multiple trips to main library and the effort of tracking down copies.

To date, the available uploaded Ordinances are 704 from 1996-2008 and still in process.

Finally, we are looking forward for the speedy uploading of the QC Ordinances in the internet. And hopefully this year we will make it, to finish this project.

August of 2009, a new marketing tool for the library was created.
The LRS created its own blogs.

ENCODED BIBLIOGRAPHIC INFORMATION OF PHILIPPINE LAW RESEARCH INDEX
Last October 6, 2009 we started to encode the bibliographic information of the Law Research index to our OPAC.
We revised our previous project which is encoding of indices with hand written data into an encoded form; we see this project as really time consuming.
Unlike, if the index where incorporated on the OPAC, the information is really fast, direct access in the simplest possible way from all entries and its location; also it does not need to be sorted statically, the user can choose, author title, keyword or systematic order dynamically.
Mr. Troy Lacsamana is the one who created the program on how we will be able to incorporate the Philippine Law Research Index on the OPAC
On the other hand, yours truly is the one who make the guidelines for the encoding of Bibliographic info. Of Philippine Law Research Index.
To date as of November 2009 we were able to encode a total of 771 and still in process.
IV. RECEIVED DONATED BOOKS FROM OTHER ENTITIES
The LRS is grateful for the generous donations of books during 2009. Donations serve as a positive way to help the LRS carry out its mission. We were able to collect some valuable assorted books and serials from the RTC Library and from walk-in donors.

RTC Library = Supreme Court Advance Sheet Decisions (SCAD) the coverage was from August 2006 – September 2008.

Walk-in Donors = 100 volumes of assorted law books.
